A Different Type of 20/20 Plan 

The neighborhoods of the University of Nevada in Reno start 2020 with 20 structures recently demolished or moved and 20 more standing vacant, waiting for their demise. Not all of it is directly connected to expansion by the University, but houses in some of Reno’s oldest subdivisions are vanishing for university-related business.

For the last few years, structures adjacent to the university, primarily houses, have been torn down. The neighborhood on the west side of Virginia Street has seen significant changes and now the southern neighborhood has become a part of the makeover.

Southeast – University of Nevada Engineering Building

In 2018, the University began tearing down nine houses on the west side of Evans Street. These homes adjacent to the southeast edge of the campus were part of the University Heights subdivision but most of them have been owned by the University for many years. A large new building for the College of Engineering is replacing the nine homes. A tenth home remains standing at the curve of Evans on the southeastern corner of the campus.

The College of Engineering has grown significantly in the past decade (1,595 students) but that growth has slowed to an increase of only 170 students in the past four years (Fall 2015 to Fall 2019.) University administrators have stated that the new Pennington Engineering building is too accommodate the growth.

Evans Northeast Addition – Abandoned and Boarded

In 1906, Elizabeth Evans, widow of John ‘Newt’ Evans, filed for the Evans Northeast Addition subdivision. Most of the homes were not built until the 1930s; however, many were torn down in the early 1970s because of the construction of Interstate 80 (I-80.) Only one small block remains of the subdivision north of I-80 and west of the railroad tracks. That block is bounded by Record Street to the east, Evans Street to the north and west, and 9th Street to the south.

On 5 March 2018, Capstone Collegiate Communities (CCC-Reno LLC,) a company located in Birmingham, Alabama, purchased all of the remaining properties. According to Washoe County Assessor data, the purchase for the homes (excluding the commercial property) was 180% of the current (Jan 2020) Zillow.com estimated value. The Alabama buyer paid over $5.5 million for all nine properties.

After purchasing the properties, Capstone attempted to have several public roads abandoned by the city to expand the property. One of the proposed options was to close Evans Avenue. This would have effectively eliminated access to the eastern side of the University for those coming from I-80 and would have eliminated the most direct access to I-80 from the neighborhoods east of the university.

Fortunately, that plan never came to a vote by the Reno City Council; however, Capstone did secure more land by convincing the City Council to abandon a small right turn lane and its adjacent island.

Although Capstone Collegiate Communities have owned the properties for almost two years, it has been reported that they do not intend to begin construction until the Summer of 2021. It is unclear when the existing structures will be demolished. 

Evans North Addition – One of Reno’s Oldest Neighborhoods

For many years, the University has expressed frustration with the look of the motels and properties of the block between the campus and I-80. They expressed a desire to expand into that block and create a gateway to the University.

The irony is that this neighborhood was one of the first planned neighborhoods in Reno, and at one time it was known as one of the nicest neighborhoods. Known as ‘Professor’s Row,’ many homes were demolished in the 1970s to make way for I-80. This attracted the small hotels to fill in the block along Virginia Street that became unsightly as they aged.

It is also a twist of fate that the University is now seeking to eliminate the subdivision known as the Evans North Addition. This subdivision was established in 1879, by John ‘Newt’ Evans and his brother. John Evans was also the person who helped to convince the legislature to move the University of Nevada from Elko to Reno in 1885, and who also sold the land to the University.

Through purchases and donations, the University has acquired 23 properties to build a new parking garage and Business building. Construction is planned to begin later this year.

College of Business has also experienced significant student enrollment since 2009 (+1501 students;) however, the growth has slowed in the past four years with only 216 more students than in the Fall of 2015. The current building was built in 1982 and will be 40 years old in 2022.

RTC Steps in for the University

Virginia Street has been the focus of discussion as the motels in that area have been the source of crime and visual unattractiveness for the city and the University. Last Fall the Regional Transportation Commission (RTC) announced that they had purchased three of the five properties along Virginia Street between the University and I-80. The intent of the purchases is to create a transit hub, primarily for the benefit of the University.

RTC has the power to use eminent domain; therefore, the other two properties will either have to negotiate a fair price or face a legal battle that they will likely lose. The motels on the east side of Virginia have been abandoned and a construction fence placed around them.

Unrelated to the RTC project, two additional structures have been demolished at 9th and Sierra Streets, including a vacant sorority house; however, there has been little, if any, public announcement of the future of these properties. 

The Death Blow

The loss of these neighborhoods was really initiated by the construction of Interstate 80 in the 1970s. Quiet historical homes nestled at the foot of the University were no match for a major interstate artery through the middle of their neighborhood. If the alignment of the Interstate had been along the same route as the existing Highway 40 it might have given the Evans’ subdivisions an opportunity to survive. We will never know.

But now the last evidence of some of Reno’s original neighborhoods will be swept away. Unfortunately, hindsight is always 20/20.

Educational Landmines: Questioning the Pedagogy of Your Child’s School

Education 2020 – Part I:  Criticizing Pedagogy

Dangers of Discussing Pedagogy

Before any discussion of education begins, one must accept that if a parent questions the pedagogy (the methods and practice of teaching) of their child’s school that they risk being attacked, especially by other parents. My personal experience has been that other parents may become passionate about how wonderful the school is, even if there is clear documentation of problems within the school.

Sadly, parents who do criticize their child’s school often lack the knowledge and understanding of pedagogy to intelligently discuss issues and concerns. This has created a long history of parent’s crying ‘wolf’ about problems in the school. Now, all parents are assumed to be uninformed and overprotective, and their concerns and issues to be insignificant.

However, parents do have a legitimate perspective on the education of their children. It must be assumed that the parent will be biased toward their own child, but that does not completely negate the perspective. 

Who Are the Experts For Pedagogy?

Ideally, pedagogy should be influenced by people who have expertise in education. Experience and or advanced degrees in the field are factors, but should one educator’s opinions determine the pedagogy for all educators? Research is also a factor; however, simple data (graduation rates, test scores, etc.) is not research because this data is not peer-reviewed. Without peer review, critical questions are left unanswered regarding the validity of the data.

In our country’s current political climate, the idea of equal opportunity in education for all has been supplanted by education to meet the needs of corporations and religious interests. The decades-long effort of lower taxes and attacks on public schools have led conservatives to invade the school boards and districts to plant a new agenda that benefits particular groups. To support their agenda, conservatives often use single viewpoints of an expert touting his or her ‘years’ of educational experience, or advance degrees to support their political agenda.

Who Speaks For the Children?

Is there a legitimate voice in determining the pedagogy of our schools? Yes and no. Teachers and students are the core of education of our youth. Mentoring, not rigor should be the core of pedagogy in any legitimate school. Pedagogy should not be guided by what will make a student a better worker, but by what will develop the skills and ability of the student to make them a better person. Parents are biased, but parents should serve as an assistant to teachers regarding their child’s education. 

Most administrators and politicians should not have a significant role in pedagogy simply because they may have a corrupted interest in what is best for the student. Cutting costs, serving political and/or religious interests, etc. should not be part of the teacher/student interaction.

Finally, research, not data, should be at the core of pedagogy. The research should be unbiased for gender, race, and/or socioeconomic status. Graduation rates are meaningless unless there it can be documented that graduating from high school has led to personal, economic, and social success in adult life after graduation. College-bound rates are meaningless unless the student actually succeeds in college and completes a degree. Test scores and standardized tests are meaningless unless it can be proven that high test scores relate to success in adult life.

The Education 2020

It is dangerous territory to initiate a discussion on pedagogy and education in the United States of America; however, it is absolutely necessary. The future is determined by the wisdom of the present. Now is the time to discuss and correct the derailment of pedagogy in our schools.

The purpose of the Education 2020 series is to continue the discussion, identify the problems, and seek solutions.

Nevada Education: School District Regular Instruction Budget $22.5 Million Less Than Decade Ago

To understand why Nevada is ranked the worst for Education, one only has to look at the State’s Washoe County School District (WCSD.) The expense for “Regular Instruction” was $22.5 million less in 2017 than it was in 2008. For next year’s budget, the district that includes Reno/Sparks schools is looking to cut the budget…again. The deficit in the budget is caused by a dysfunctional State taxation system that fails to provide the needed revenue to fund the government.

Nevada Education Never Fails to Fail

There is one significant item in the school district’s financial reports. Under expenses, WCSD reports “Regular Instruction.” It is the money spent in the classroom for educational functions. It does not include the special education, vocational, nor extra-curricular programs. Regular Instruction expense is the core of the existence of public education in Nevada.

Instruction – Expenditures associated with providing direct regular instruction to students consisting mostly of salaries and benefits for teachers, teacher aides and assistants, as well as other direct instruction costs for supplies, textbooks and equipment. The category also includes costs for teacher substitutes, ROTC teachers, Early Separation Incentive Program (ESIP) costs and sick leave payout.

In 2008, the money spent for Regular Instruction in the school district was $249 million. In 2017, only $226.5 million was spent. A reduction of $22.5 million dollars from spending needed ten years prior. Adjusted for two percent inflation per year, the amount of the reduction is $63 million for 2017 fiscal year. The cuts have the forced school district to cut over $475 million dollars in Regular Instruction to keep pace with inflation during the last decade.

Education in Nevada is consistently in the bottom of most State rankings, and deservedly so. The fault is citizens who fail to value education, who elect politicians that seek to dismantle public education. Governor Brian Sandoval has been a primary architect of this effort, which should not be that surprising. When he was elected, his children attended a private religious school. The Legislature decides the funding for education, but they have followed Sandoval’s lead in underfunding public education.

School districts have given up battling the State for more money. Now school boards consist of people who seek to cut budgets instead of demanding more money. School administrations and staff have known for years that the continued deterioration of education is the inevitable path that Nevada has chosen to follow.

Nevada Education: Constitutionally Protected To Be Bad

There is no positive news regarding Nevada’s Education. It is a black hole of ever-decreasing funding with a Governor leading the charge to let it fail. Nevada’s Constitution says,

The Legislature shall enact one or more appropriations to provide the money the Legislature deems to be sufficient, when combined with the local money reasonably available for this purpose, to fund the operation of the public schools in the State for kindergarten through grade 12.

The Constitution leaves it to the Legislature to decide how much money to make available for education. The politicians feel that being the worst educated State in the Nation is ‘sufficient.’

 

NOTE:  Discrepancies in Financial Reporting

If someone is interested in reviewing the financial information of the Washoe County School District, they will find it a challenge. Finalized numbers for the same line item for the same year do not match across WCSD documents.

There is one report (used here) that has is an annual report of the finances of the school district. It is called the Comprehensive Financial Annual Report (CFAR) and it is the only WSCD document available online that offers annual financial data for 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, and 2017. It is typically published about four months after the end of the year.

However, other reports, including the budget information for the 2018-19 school year have different values for the same budget item without any explanation. The 2017 CFAR (pg. 8 or pg. 37 on pdf) shows Regular Instruction Expense to be $226.5 million. The 2017-18 Annual Report (pg. 42 or pg. 51 on pdf) shows the 2017 Regular Instruction Expense to be $212.3 million ($14.2 million less.)

There is no explanation given for the discrepancies for the same budget item for the same ‘final’ budget; however, it makes it difficult for anyone from the public to know what number is the actual amount. It also makes it difficult to compare past numbers to future budgets.

Small communities are two kinds of special. A small community can be a place of good people who would do anything for each other and will help out a stranger if needed. They also can have a darker side of illegal activities, whispered gossip of secret knowledge, and a narrow view of the rest of the world. It is the Jeckle and Hyde personality of a small town that is never discussed, but almost always there.

Change happens in small towns, but it often follows a counterintuitive logic. If the change is rational, involving a relatively workable plan of implementation, it is often viciously opposed by some people in the community. If the change is a Music Man-type (see video clip below) change consisting of unproven goals with lofty promises, a small community often embraces it.

What that means is that small communities often don’t change significantly over time. The ‘BIG’ change that is going to reinvent the community typically falls flat. That results if a fear of change. Without change, life becomes a rut that everyone falls into.

Aging and Small Towns:  The ‘Comfort Zone’

Growing up in a small town is an interesting window into human development. Ask high school students what they want to do when they graduate and often the response is, “Get out of this hick town as fast as possible.” Small towns often don’t have enough jobs for high school graduating classes. College is often the best way for children to break out of the small town cycle.

But even those who go off to college sometimes return because there is a ‘comfort zone’ in living where hu grew up. As people grow older, the desire to ‘get out of Dodge’ is replaced with the fear of living somewhere else. That fear is eventually replaced by an intense loyalty to small-town life. Usually, older the person, the more defensive they are about living in a small town.

Small Towns and Confirmation Bias

In a small town, everyone knows everyone. As people age, they have a select few friends that they have significant contact. In some cases, daily contact. Unlike cities, people in small towns may see the same people at work, at school, at the grocery store, at church, etc. This immersion with other people creates intimate friendships that are as close, possibly closer, than marriage relationships.

People in small towns have limited experiences with people outside of their community and intimate friendships. They tend to develop a groupthink about the world and people outside their community. When all your close friends have the same lack of knowledge and experience with the rest of the world, people are exposed to ‘confirmation bias.’ This bias occurs when friends confirm a person’s beliefs, and other information that might counter those beliefs are ignored or unknown by the group.

Typically, confirmation bias fosters negative attitudes about people who are not like them. That leads to a conservative mindset that is easily exploited. It is not a coincidence that rural environments are ripe for politically conservative influence because they focus on telling rural communities exactly what they want to hear.

All of this is a generalization of small town people. To be fair, problems of larger communities, such as traffic, noise, pollution, homelessness, etc. are not the ideals of any community; however, small towns have an environment that generates the same patterns over and over. Children in a small town will often grow up to be like hu’s parents. People living in a marginal society disjoined from the world.

For five years we ran a small theatre company. Between children plays and main stage adult plays we produced up to twelve shows a year. I had a BFA in Techincal Theatre; however, the experience as a teacher, director, technical director, actor, and executive director forced me to quickly improve all my skills.

The Theatre Director’s Curse

I’m embarrassed to say how bad our first productions were but my skills I did improve over time. Now, I find watching a play is a constant effort to try and enjoy the action of the stage while suppressing my analysis of the work of the director. I deliberately avoid attending plays because I often can’t enjoy what is happening on stage.

My worst experience as an audience member was when I saw King Lear in Stratford-upon-Avon on a theatre tour in England. A Japanese director had violated several basic responsibilities of staging. While his work had been given high praise by many, I found myself looking for a nice pub after intermission.

What Not To Do

Here are some basic mistakes of novice directors:

Chaotic Blocking

An audience member cannot focus on the entire stage at once. It is the job of the director to guide the audience’s attention. Normally that is to the person talking, but it also includes key actions that give the audience information nonverbally. Blocking is the term used to describe how the director uses the movements of the actors to give focus (release the audience’s attention) and take focus (draw the audience’s focus.)

No movement on stage should be unplanned. If an actor is wandering aimlessly on the stage it is the director’s failure to give clear guidance to the actor. Blocking also requires that a director knows at least five ways for an actor to give and take focus. If they don’t know this, the audience will miss keys lines and action that establish the story.

Plodding Scene Changes

OH…MY…GOD! Any scene change that takes more than ten seconds is a failure. The play is a story and the scene change has NOTHING to do with the story. It actually breaks the concentration of the audience and the actors. The scene change is choreography. Everything must be rehearsed over and over with the lights down. Once the scene change is perfected, it must happen exactly the same way every time.

Bad Actor Management

During the rehearsal process, the director will begin to notice which actors may not be capable of handling their role. It is the job of the director to manage the actors and address performance issues. The director must either coach the actor, cut lines, transfer lines, or take other action to resolve the issue. A bad performance is the director’s fault.

Over Designing the Show

Scenic, costume, and lighting design enhance the play. They do not tell the story, and they can often be distracting. Actors are the alpha and omega of a play. Light them, dress them, surround them with a set to perform on, but never forget that a great actor can play a character on a bare stage, with a candle, in hu’s* underwear.

The USSR launched Sputnik 1 three days before Putin’s fifth birthday. He was six when Luna 1 became the first human object to leave Earth’s orbit. On his seventh birthday, Luna 3 transmitted the first images that human’s had ever seen of the far side of the Moon. He was almost eight when the Soviets put the first animals into space and safely returned them on Korabl-Sputnik 2 (known as Sputnik 5 in the USA.) He was eight when the Soviets sent Venera 1 to Venus followed by the first man in space on Vostok 1, followed by the first human to spend over 24 hours in space on Vostok 2.

When Putin turned sixteen his country’s leadership in space was suddenly lost to the United States. The world cheered as Apollo 8 took the first men around the Moon in December of 1968. Then the world held it’s breath as Neil Armstrong stepped onto the Moon in July of 1969. Everything Putin’s country had accomplished in space exploration in a decade was eclipsed by the United States of America in less than a year.

Immediately after he graduated, Putin joined the KGB. He was taught German and his cover was to be an interpreter. Putin had a front row seat to the fall of Communism from his station in East Germany. For the second time in his life, he watched his country be humiliated while the West celebrated.

He continued to work as a KGB agent after the fall of the Berlin Wall. He moved back to Russian and joined the University he graduated from to scout for new KGB recruits. While he claims to have resigned his position in the KGB, he has never done anything in his life that hasn’t been directed in some way to defeating his enemies. Putin is not a politician, he is a tactician.

Trump’s Tariff Fixation

It is clear that Donald Trump is under the influence of Vladimir Putin. Putin groomed Trump for decades and now it’s paying off. Russia cannot compete with its raw materials in the world market unless something drastic happens, such as a major trade war. Trump’s behavior on tariffs is leading to exactly what Putin desires. 

For Putin, it’s a perfectly staged economic and political win for Russia. It advances the sale of Russia raw materials and humiliates his arch enemy, the United States. It is payback for the space race and the fall of the USSR. All thanks to Donald Trump.

The Sierra Nevada mountains. In the winter, cold, moist air off the Pacific Ocean is pushed up over them. The air loses the ability to hold the water vapor as it rises up and snow precipitates out. The snow piles up and waits for Spring and as the Summer approaches the warm air melts the snowpack and water flows. That is the source of the water supply for California and western Nevada. Sometimes.

Sometimes the snow doesn’t fall. The creeks and rivers dwindle. The water level in the lakes and reservoirs drop and a drought begins. It is a cycle that has repeated many times in the western United States, but not when so many people have been dependent on the annual water flow.

In this part of the country, it is all about the snowpack. If the Sierra Nevada mountains have a good snowpack, there is water. If not, well… This is the model of water management in California and western Nevada and in the last few decades have proven that it is not a good one. Drought is not an exception in the West, but the rule. As the population grows, the Sierra Nevada snowpack becomes the enemy.

There is growing problem with the reliance on the snowpack. Global warming. The impact of the Earth’s atmosphere retaining more of the Sun’s energy may be that snowfall may become rare, or non-existent in temperate climates.

Beyond the issue of drought is the issue of rain versus snow. The West has reservoirs and lakes, but that storage is not enough if the precipitation falls as rain, not snow. Rain also is not as efficient as snow in replenishing the deep aquifers that have been used to supplement the surface water.

Up the Creek With No Water

Drought is the new normal in regions in the West dependent on snowpack. The current response has been to push for water restrictions. This is not a flawed approach as the water users have become accustomed to the mindless waste of fresh water; however, reducing the use of water is not going to solve the problem.

Global warming is causing the precipitation to fall as rain, not snow. If water management in California and Nevada can’t learn to transition off the snowpack model it won’t matter how much water is saved. You can’t reduce the use of water when there is no water to save.

On the University of Nevada (UoNV) campus in Reno, Nevada there is a building named the ‘Church Fine Arts Building.’ Some even make the mistake of calling it the Church ‘of’ Fine Arts, which might be appropriate for some who dedicates his or her life to the Arts.

However, the building is named after the UoNV professor, Dr. James E. Church, who died in 1959. He taught Latin, German, and Fine Arts at the university from 1892 to 1939. He was not employed as a scientist at the UoNV; however, Dr. Church invented the snowpack survey that is still used today to determine the water content of the snowpack in the Sierra Nevada range. 

It is said that he and his wife’s ashes are in the cornerstone of the Church Fine Arts Building.

Should the Nuremberg Code Be Applied to Internet Data Collection?

From the war crimes trials of World War II came a set of rules of human research

Privacy and dignity of the customer or user is not a big concern to business in the post-Internet world. Before a person can use software or a smartphone application (app) they are typically required to consent to an extensive agreement that only a lawyer could understand. Businesses may skip a signed agreement and collect personal information on the customer or user regardless of whether the person knows or consents to the data collection.

This type of collection of data on personal activity is often bought and sold for profit. It raises the question of why the business world is exempt from research restrictions that are applied to all other research involving humans. The possession of personal data also presents the opportunity for abuse of less ethical companies and by political and criminal organizations.

Post-WWII Guidelines For Human Experimentation

Prior to World War II, Germany established a set of standards required in human research. When Hitler came to power he wiped these standards away and Nazi researchers were allowed to experiment as they saw fit.

After World War II trials were held in Nuremberg (or Nürnberg,) Germany to bring justice for the crimes against humanity by Nazi war criminals. Among the crimes were medical experiments performed on prisoners without their knowledge or consent. Many people were harmed and some died as a result of these experiments.

The judges of the trials, moved to action by the testimony, created a set of rules called the Nuremberg Code, to define appropriate research from harmful research. This Code is not law; however, it can be used to determine a legal standard when a researcher violates any of the ten rules of the code. Human research in most civilized nations is governed by the Nuremberg Code.

However, the Nuremberg Code has always been applied to medical and scientific research, not to business situations. In 1947, the idea that business would be invading the privacy of their customers and collecting data on human interactions wasn’t a reality that anyone could envision. 

The Codes Governing Human Research

In 1972 a 40-year study of African American men in Alabama, known as the Tuskegee Syphilis Experiment, was uncovered. The study was performed by the U.S. Health service and they did not follow the Nuremberg Code. They did not inform the participants that they were part of a syphilis experiment, nor did they tell the patients they were infected with syphilis, and after an effective treatment for syphilis was discovered, they continued to leave the men untreated.

After this incident, a conference was held to establish guidelines for all federal research. That conference created the Belmont Report that established three guidelines:

  1. Respect for persons: protecting the autonomy of all people and treating them with courtesy and respect and allowing for informed consent. Researchers must be truthful and conduct no deception;
  2. Beneficence: The philosophy of “Do no harm” while maximizing benefits for the research project and minimizing risks to the research subjects; and
  3. Justice: ensuring reasonable, non-exploitative, and well-considered procedures are administered fairly — the fair distribution of costs and benefits to potential research participants — and equally.

If a college professor is studying the interaction among college students they cannot collect data on their students without their knowledge, nor can they try different stimulus on their students without their knowledge. All research, even social research, requires oversight by a research committee. Strict guidelines restrict all the aspects of the data collection, and how it is used. This applies to all federal research and all organizations receiving federal subsidies.

Once again, the rules for human research established by the Belmont Report occurred before the Internet was being used by businesses to collect data on consumers.

Business Data Collection 2018 

It is common in business, and especially on the Internet, for companies to collect data about their customers or users. The problem is that some of the data has nothing to do with the company or application being used. The organization collects this data to sell to other companies for any use they see fit.

There is a start-up company near Seattle that created a phone app for people to buy and sell personal items. All a person has to do is take a picture of the item they want to sell, post it on the app, set a price, and wait for other users to contact them. It’s a garage sale on a smartphone.

The company received millions of dollars in venture capital, not because the app was expected to make money. The app is free and there is no fee collected on any user transaction. The investors were interested in the data that the app would collect to be sold to other companies.

This is the gold mine of the business world. Save money in advertising by only reaching the people who might need, want, or qualify for the product or service.

Violations of the Nuremberg Code in Business

Under the Nuremberg Code, every business would be required to clearly inform the customer of the data collected, what the data would be used for, and obtain her or his voluntary consent prior to collecting data. The use of the data would have to aim for positive results for society, not just for the financial benefit of the company. The business would also have to prove that it couldn’t be collected in another method.

Data collected would have to be proportion to the humanitarian benefits. It would have to be done by people that understand and are qualified to do the research.

Clearly, the restrictions of the Nuremberg Code are not being followed by most businesses collecting data on their customers. This collection and selling of personal data is so insidious that most people will never know what data is being collected, nor how it is being used to manipulate them. 

At this point, there is no oversight of the data being collected. It is an issue that lurks in the background of the business-as-usual environment. It is a practice, like the Tuskeegee Syphilis Experiment, will likely be misused, if it hasn’t been already.

The Nuremberg Code

  1. Required is the voluntary, well-informed, understanding consent of the human subject in a full legal capacity.
  2. The experiment should aim at positive results for society that cannot be procured in some other way.
  3. It should be based on previous knowledge (e.g., an expectation derived from animal experiments) that justifies the experiment.
  4. The experiment should be set up in a way that avoids unnecessary physical and mental suffering and injuries.
  5. It should not be conducted when there is any reason to believe that it implies a risk of death or disabling injury.
  6. The risks of the experiment should be in proportion to (that is, not exceed) the expected humanitarian benefits.
  7. Preparations and facilities must be provided that adequately protect the subjects against the experiment’s risks.
  8. The staff who conduct or take part in the experiment must be fully trained and scientifically qualified.
  9. The human subjects must be free to immediately quit the experiment at any point when they feel physically or mentally unable to go on.
  10. Likewise, the medical staff must stop the experiment at any point when they observe that continuation would be dangerous.

In the Beginning

Eight years ago I started writing this blog. I had assumed that writing a blog would put me in front of a broad audience anxiously awaiting my next post.

It didn’t….but I kept writing. I wrote about business, human behavior, human resources, management, social media, my personal life, Rotary, public relations, history, time, blogging, travel, Nevada, global warming, spaceflight, politics, my stroke, April Fool’s Day, religion, science fiction, science, photography, media, more history, Panama, gay marriage, the future, great people, not-so-great people, education, Moffat County, patriotism, more politics, and fantasy.

There were a few bright moments when I touched upon a topic that caught some attention, but for the most part, my writing has simply been an expression of my opinions and ideas. I’ve discovered, writing is more important than being read.

Writing, For Me

A blog is like writing a diary or a book. It is meant to a personal statement. Someday, my children or my children’s children may read it and know more about me. I find comfort in that thought. 

My articles became less frequent in the last few years, but recently I have experienced a rebirth of writing. I suspect that my sleep apnea may be one of the issues causing the decline in writing. My brain was starved of oxygen and sleep every night for many years. Now that I am being treated for it, my cognitive functions seem to be reengaging.

Writing a blog has improved my communication skills, and has helped me organize my thoughts. This, this thing I’m doing, is an unfinished novel about the world from one perspective. I’m not a great writer, but I’m better than I was eight years ago.

For the last month, I have been publishing a new article every day. I don’t know that I will keep up that pace, but it is forcing my brain to think, and that is the goal.

Rebranding My Writing

I have decided to rename my blog. First, the term ‘blog’ has developed a negative meaning to many people, so I needed to drop the term. Second, my last name is not as relevant as it was a year ago, before I discovered that biologically, I am not a ‘Kiser.’ 

I tried several title ideas but finally settled on PAULx talks. It is the 2.0 version of Paul Kiser’s Blog. I don’t have a destination in mind for my writing. I never have, but I’ll see where this takes me.

Highly Skilled Workers are MIA and HR is part of the problem

Large organizations, especially government organizations, are losing great applicants because Human Resources is not keeping pace with the reality of the recruitment environment.

Challenges to Hiring Highly Skilled Workers

The issues:

  1. the workforce has not kept pace with the growth in highly educated and skilled jobs
  2. unemployment is now nearly down to four percent
  3. professional salaries and benefits have flattened as executive salaries have fattened
  4. executives have become more insensitive to workers and less humble about their value to the organization
  5. Human Resources have created a massive bureaucracy that is inhibiting the hiring process 

The problem often comes down to the Human Resources department. About the time the Personnel Department became Human Resources, the wizards of bureaucracy established an elaborate maze of hoops and ladders that managers and departments had to push a candidate through to hire a person. Their stated justification for their hiring procedures was to avoid liability and discrimination issues.

The truth is that the policies and procedures of Human Resources also keeps their hand in the organizational functions, and that is job security. 

What Human Resources is Required to Do

Every company should have safeguards in place to verify the qualifications and backgrounds of potential employees, ensure that all applicants are considered without discrimination (regarding race, color, religion, sex – including gender identity, sexual orientation, and pregnancy, national origin, people age 40 or older, disability or genetic information,) and determine a fair and competitive salary/benefit package.

However, only discrimination issues need to be determined for all applicants, and that process must happen before the final selection is completed. Everything else only involves the person that is going to be offered the job.

Once the selection process is completed, Human Resources should be verifying the background and determining the salary and benefits package for the candidate being offered the job. There is no excuse for the final offer process to take longer than a day.

Checking References BS

Wait, I just heard every Human Resource recruiter tell me that the verification of references of a potential employee take forever. References are a joke. Anyone who offers a poor reference is risking a lawsuit, so the time-honored process of checking references is absolutely unnecessary.

Most large organizations complete an I-9 verification, a criminal background check, a credit check, and sometimes a Google Search. A reference is not going to offer as much information as other methods of background checks.

Under the current environment, checking a reference after a job is offered would be acceptable because only something that uncovered a lie by the applicant would be significant, and that would be cause for termination.

Organizations that can’t whip their Human Resources department into reality are risking more failed recruitment searches and watching great people go to their competition.

Roy Moore:  One of the faces of the new Republican Party

Republicans seem to fall into one of four groups:

  1. People who truly believe in a rational approach to various issues, and are extremely frustrated with many of the current positions and actions of their party.
  2. People who are embarrassed by their party and won’t admit that they voted for Donald Trump (“YOU don’t know who I voted for!!!!)
  3. People who quietly believe that destroying our country’s government will magically result in a better personal situation for them.
  4. People who believe that Donald Trump is the savior and who believe that everything he says and does is blessed. 

There is some crossover in these groups, but these are the traits I typically see in Republicans with which I have interacted. The last two groups seem to have little loyalty to the United States of America. If left up to them, any person who disagrees with them should be lined up and hung or shot or both.

People in the second group seem to recognize the lies and absurd positions of the leaders of their party, but don’t want to be associated with it. They might feel great about winning their party winning the 2016 election, but they don’t want to be linked with what has happened since Donald Trump became President.

It is the first group, the original Republicans, that are paying the price for the takeover of their party by people who are just lashing out at anyone and anything that is rational or reasonable. This is no more evident than when Donald Trump and the Republican National Committee recently raced to support Roy Moore in the Alabama Senate race. The Republican party has left the core of their party behind and now consists of a majority of people who only have their own self-interests in mind. 

It’s unfortunate that good people in the Republican party have become mired in the antics of the fringe-turned-majority of the GOP, but as long as the new Republicans control the party, the core Republicans will face the backlash.

Most religions reinforce women as subservient

Women are not treated as being equal to men. Most people know that and most people feel that is wrong. So why doesn’t it change?

Religion. 

Men, regardless of country or race, will never accept a woman as an equal as long as he believes his god says they are not equal.

This issue becomes obvious when extremists elements of any religion do horrendous things to women and girls because their holy writings say that man is superior. The treatment of women in many religions makes Harvey Weinstein seem saintly.

In 2014, an Islamic extremist group known as Boko Haram in Nigeria kidnapped 276 girls from a public, government-run school. The girls were raped, beaten, and sold as wives for the equivalent of $6. A Boko Haram leader said, “Allah instructed me to sell them…I will carry out his instructions.” In the first few weeks after the kidnapping, the Nigerian government, the Royal Air Force, and U.S. intelligence all had located groups of the kidnapped girls, but all failed to take action or were prevented from taking action.

In 2008, authorities removed 534 women and children from a Fundamentalist Church of Jesus Christ of Latter-Day Saints  (LDS) polygamist compound in Texas for protection after girls as young as 14 were being forced into marriage older men. According to NBC News, “The women were not allowed to wear red — the color Jeffs said belonged to Jesus — and were not allowed to cut their hair. They were also kept isolated from the outside world.”

The inequality of women is less obvious when a government bows down to the will of a religion. In the United States, many religious groups seek to interfere or ban contraceptives and abortions based on a fundamental belief that their religion allows them to dictate to what a woman may or may not do. Many of these same groups push for religious schools that reinforce the idea that women are subservient to men.

Many churches refuse to allow women into roles of leadership, deeming that their religious writings from thousands of years ago forbid it.

It is time that we accept women as equals in every aspect of life so that there is no confusion of when a woman is equal and when she is not. It will be impossible for women to gain true equality as long as religious organizations embrace inequality in their churches.

School Vouchers Are About Religion and Racism, Not Choice

School vouchers are a campaign to steal money from the public school system and give it to parents to spend on private religious schools. It is born out of ignorance and racism in an attempt to take our country back to segregated schools. Schools consisting of well-financed white religious-based schools, and poorly funded minority public schools.

Nevada’s Illegal School Voucher Bill

In May of 2015, the Nevada conservatives won a major victory with a bill that stole money from the public school system and gave it to parents to use for alternate education, including school operated by religious organizations. The following month Nevada Governor Brian Sandoval, whose children had attended a Catholic school, signed the bill into law, even though it clearly violated the Nevada Constitution that forbids taxpayer funding for a church-operated school. 

The Klan Doesn’t Support Education for All

Fortunately, the Nevada Supreme Court stepped in and nullified the law, ending conservative’s attempt to steal money meant to offer education for all, and redistribute it to those in favor of education for a privileged few. 

Public School Evolution

Public schools were established in the early and mid-17th century to overcome the problems created by parent-based education. (SEE:  The Atlantic October 2017 on Public Schools) Parent-based education limited the advancement of future generations to the ignorance of their mother and father, who were both working full-time to maintain needs of the entire family. 

Unfortunately, the early public schools primarily served white males. Over the next two hundred years public schools were refined to; 1) become compulsory, 2) include female students, 3) promote women as teachers, 4) expand curriculum, and 5) ultimately require education regardless of race.

The Protestant Conflict

Ironically, most early public schools were influenced, if not run, by Protestants. Their beliefs included the idea that children should have a broad-based education. The problem arose when a flood of Catholic immigrants created a conflict in the public education of children. When public schools became battlegrounds of differing church doctrines, it caused pointless disruption of the goal of education for all. Ultimately, the issue was indirectly resolved by President Ulysses Grant and Congressman James Blaine.

President Grant called for an amendment to the United States Constitution to forever separate church and state interests in education and forbidding public money to be spent on private schools. Congressman Blaine sponsored a bill to do exactly that and it passed in the House of Representatives. The Senate; however, failed to pass it by a two-thirds majority and the bill died.

However, individual States passed amendments to their Constitutions and eventually all but ten States adopted Blaine-type laws. 

A Return to Past Mistakes

The post-Blaine Amendments environment have been an era of astonishing success in elevating the education of United States citizens. In 1950, only 34% of adults in this country graduated from high school. By 2010, the number of high school graduates increased to 90%. The miracle is that the increase in high school graduates occurred during the same period when the nation’s population doubled. 

Despite this success, conservatives have made public education their target (SEE:  Slate.com November 2016 on Trump Gutting Public Schools) for three reasons. First, conservatives don’t believe in paying taxes, especially when the money doesn’t directly help them, nor their families.

Second, conservatives believe that public-funded secular, unbiased education is biased because it doesn’t promote their personal egocentric and/or religious beliefs.

Third, conservatives are overwhelmingly white, and the idea of paying for the education of another race is repugnant to many of them. They advance the ideas that education is wasted on minorities. It is noteworthy that white people demanded that schools be segregated in the south. When the courts ruled that schools must be desegregated, white people began characterizing public education as failures. That was the beginning of the push for alternative school choices.

Six Facts About Manufacturing Jobs

Manufacturing jobs do not just appear or disappear, and the government is not the bad guy.

It is sad to hear Trump supporters to be interviewed about anything, but when they start talking about the lack of manufacturing jobs is when they really start looking like adults in diapers. They act like the government is supposed to force private manufacturers to build a factory and make something so that Joe Blow, with a high school degree, in Small Town USA can drive two miles to the local factory and earn $150,000.

Here are the facts:
 
1. Manufacturing jobs go overseas because consumers in the USA want to pay less for goods, and labor is cheaper in many places outside the United States, which makes the cost of manufacturing less, which makes the price of the product less. 
 
2. USA, state, and local taxes have almost no impact on good manufacturing jobs. For example, the Sierra Nevada Corporation (a private version of early 1960’s NASA…before we had a successful launch) has its headquarters in Nevada, but all of their non-executive jobs are in Colorado. Colorado has higher taxes than Nevada, but Colorado also has a better, more skilled, higher educated workforce. Nevada is the headquarters only so the executives don’t have to pay taxes, but the jobs are in Colorado. If the issue was about taxes, the jobs would be in Nevada, not Colorado.
 

Job fairy or much ado about nothing?

3. There is no manufacturing jobs fairy. Manufacturing jobs REQUIRE someone who wants to buy the product. The NEED for a manufacturing job is determined by the consumer. You don’t build a factory, then hang out a sign saying you’re open for business. Manufacturing jobs are “secondary jobs” meaning that before a manufacturing job is created, a product that people want to buy must exist. 

 
4. Most unskilled manufacturing jobs don’t pay well regardless of where the factory is located. CONSERVATION OF COMPENSATION: If anyone can do the work, the jobs go to the people who are willing to be paid the least amount of money. Whether the job is in the United States, or elsewhere, pay is driven by the supply of workers who can do the job.
 
5. Small towns rarely attract high paying manufacturing jobs. While some factories have moved to rural locations to reduce labor costs, it is rare, and factories still need enough potential workers to avoid a labor shortage, which would increase labor costs.
6.  Good business REQUIRES government regulation. Government regulations protect the employee and the consumer. Many countries don’t have rules of against abuse of workers and don’t require manufacturers to abide ethical business practices, and result is always unethical business practices. Remember the Samsung Galaxy Note 7?

Putting people on the Moon meant jobs on Earth

During President Lyndon Johnson’s second term (1965-1969,) the space program was booming. At almost four percent job growth, his administration exceeded any other presidential term since World War II, including President Jimmy Carter’s impressive 3.2% growth. These were high paying, skilled jobs that created a demand for workers that enticed many young people to choose engineering and scientific careers.

Service jobs were a byproduct of the main engine driving the boom in the rapid expansion of the space program. Service jobs did not offer the wages or the excitement of the space program, but they did provide employment for those who lacked motivation to qualify and/or seek out better paying, higher skilled jobs.

And then we landed on the Moon.

After we had achieved the primary objective, people who didn’t understand what a large government project means to employment, began questioning the space program. Over time the naysayers effectively killed the program, leaving private business to reinvent what NASA had accomplished in the 1960’s (landing on the Moon) and the 1980’s (a reusable rocket system.)

Today, we are trying to sustain and expand a service industry that lacks the main component of job growth, namely, a major public project that creates high paying and highly skilled jobs. Since NASA wound down its Space Shuttle program, job growth has flat-lined.

Private business does not exist to create jobs. It exists to put money in the pockets of the executives and owners of the business. Creating jobs cuts into profit. Paying higher wages cuts into profit. Private business is never going to create significant job growth, nor improve wages and benefits for the worker.

If we want job growth and livable wages, it is the government that will do it, not private business.

Bernie Sanders supportersThe biggest mistake of Sander’s supporters is the ignoring the opportunity they have in front of them.

Sanders has lost the nomination, and the attempt to destroy the Democratic Party is not going to change that fact. Beyond whining, the main message I hear from Sander’s supporters is that it is time for changing the status quo.

Liberal and progressive people are unified in investing our money in people, not corporations. They are unified in maintaining strong government regulations that level the playing field in every commercial endeavor, including the banking and finance industry. Most Clinton supporters would completely agree that current government established by conservatives, for conservatives, and against the citizens of the United States, must be fixed.

The problem is that neither Hillary Clinton, nor Bernie Sanders can get anything done if both the House of Representatives and the Senate are run by conservative.

This is the big blunder of Sander’s supporters. Hillary Clinton will be ruled and regulated by Congress. If Sander’s supporters really want to see change, they need to stop wasting time on a lost cause, and start identifying the politicians that will focus on fixing our country, not shutting it down.

If Congress voted for a law to force banks to be smaller, and added new regulations, Clinton would have to accept it. To go to war with her own party would end her Presidency. If Clinton feels that Congress is too liberal, she will have to either get on board, or be humiliated.

Sanders supporters don’t understand this, because if they did, they would be one hundred percent focused on Congressional races, and not drooling at the idea of destroying the Democratic National Convention. There is nothing that will happen in Philadelphia this July, because it is meaningless. National political conventions are all show, and no substance.

The alpha and omega of positive changes in our country will be in the hands of Congress. If the dust settles in November and the Republicans still have control of either the House or the Senate, nothing, absolutely nothing will change.

Ironically, the real catalyst for change is in the hands of the Sanders supporters, but they have no idea of what to do with what the power they have in changing Congress.

Since 2007, the only Presidential candidate that has a worse record than Donald Trump of lying, is Dr. Ben Carson, and Trump has twice as many “Pants on Fire” lies as even Carson. Donald Trump has built his campaign on incitement of the older, less educated, white people who see themselves as victims based on lies and misconceptions they created. Trump is loved by his supporters for ‘speaking the truth’ and ‘saying what no one else will say,’ which is to say, he is gaining their love by saying what they want to hear. Trump validates their view of the world, even though everyone else knows he’s lying.

The demographics of Trump supporters are the people the type of people who blame everyone else for their lot in life. Only 19% have a college degree. More than 80% are over age 45. Only 15% of Hispanics said they support Trump, and only 9% of African-Americans favored Trump.

Trump supporters are the opposite end of the model citizen, and based on multiple incidents and media interviews with them, they are violent and susceptible to the type of incitement that Trump offers in his rallies. They are misfits who don’t believe in anything that doesn’t match their dysfunctional view of the world.

Every time Trump lies to gain their support, they interpret it as a confirmation of all that they want to believe to be true. They believe they are the chosen ones by birth and through Trump, they will take their rightful place as the superior race, and the rest of us shall fall to our knees and worship them.

1940’s-Kiser/Barrick Merger
By 1939, both the Barrick and Kiser family had established themselves in Moffat County. The original two families had lived in northwestern Colorado for over two decades and the children born there were now old enough to start their own families. Vernon, the oldest son of the Kiser family and Frances, the eldest daughter of the Barrick family married on October 29, 1939. Both were first generation natives of Moffat County.

To support themselves, Vernon took jobs wherever he could in the 1940’s. He and Frances moved several times around northwestern Colorado to be where the work took them. World War II had little impact on Vernon and Frances as he had broken his arm as a child and it failed to heal properly.

His disqualification to join the military was a blessing as he became a father in 1945. Kenneth Clyde was born on July 10, and by that time Vernon had settled into a career as a heavy equipment operator. In 1949, Vernon began working for Henderson Construction where he would remain for the next 22 years.

However, World War II did have an impact on other members of the Kiser and Barrick family. Vernon’s brothers, Loren and Hubert Kiser and, the brother of Frances, George Jr. and two of her brother-in-laws, Lewis Hurlburt and Ed Annon served in the military during the war. All survived the war, but they, and their families, all relocated outside of Moffat County after they returned.

Vernon’s work with Henderson Construction was largely with a small mining company. One of their mining claims was Hahn’s Peak in nearby Routt County. The idea was that because gold had been found in a radius around the extinct volcano, perhaps there were veins of gold in the mountain. For many years Vernon was employed to build and maintain roads on Hahn’s Peak for the mining operations on the mountain. Almost all of the roads on Hahn’s Peak were carved out by Vernon.

Vernon and Frances had three more boys during his tenure with Henderson Construction. Michael Warner was born in 1950, Roy Dean was born in 1953, and Paul Alan was born in 1957.

Because Hahn’s Peak was about an hour and a half from Craig, Vernon lived in a trailer house at the base of the Hahn’s Peak during the week. During the summer when school was out the family would join their Dad and live at the camp for the summer. Once a week Frances and the boys would come into town to wash clothes, shop, and maintain the yard at the house, then head back to Hahn’s Peak.

Much of the Barrick family had moved out of Moffat County during the 1940’s and 50’s; however, the Vernon and Frances built a home at 677 Colorado Street in Craig, and From 1958 until 1978, that house was the anchor of the Kiser family. All their boys attended school in Craig, played sports, and graduated from Moffat County High School while living in that house.

Henderson Construction closed it’s doors in 1972, and eventually Vernon took a job at the Moffat County Road Department where he moved up to the Assistant Road Supervisor. By 1976, all of their boys had graduated and left Craig, so Vernon and Frances decided to move to Great Divide and manage one of the county’s remote road maintenance stations.

Of their four boys, Mike Kiser was the only one who returned to northwest Colorado to stay. He was a helicopter mechanic for the Army and was stationed in Germany. After his tour of duty he worked a couple of years as a mechanic for the City of Sandy, Utah. Mike married a woman he met in Utah and they moved back to Craig. In 1975, they had a daughter, Carey.

In Craig, he took a job with the Moffat County Road Department and later became a member of Craig’s volunteer fire department. Unfortunately, while Mike was in his 30’s he was stricken with a hereditary autoimmune disorder that put him in the hospital for weeks at a time and he had to stop working. Eventually, Mike moved out to Maybell where he lived for the rest of his life.

1980’s to 2015-End of an Era
Craig’s story is similar to the story of Radiator Springs in Disney’s fictional town in the animated movie Lightning McQueen, Craig is the town that saw its glory days when U.S. Highway 40 was the best route between Denver and Salt Lake City. Once Interstates 70 and 80 were built, Craig became more isolated even though the two-lane highway is shortest route between the two major cities.

For a person graduating from Moffat County High School, Craig’s career opportunities are limited and the community can’t absorb 100 new job seekers every June. A diploma for many graduates is an order to work for the family business, a signal to scramble to find a local job, or a ticket to pack and leave northwestern Colorado.

Since the Barrick family emigrated to Moffat County in 1913, at least 24 Kiser/Barrick family members lived in northwestern Colorado. By 1990 there were only five members living in the county. The rest left the area for military service, college, better jobs, or just to discover other places. 

The family members still living in Moffat County were Vernon and Frances Kiser, Mike Kiser, Virginia Barrick Hurlburt (sister of Frances,) and George Dean Jr. (brother of Frances.) Vernon had retired from the Road Department and he and Frances purchased a small ranch on the Yampa River west of Maybell. Mike Kiser and Frances’ sister, Virginia Hurlbert, also moved out to Maybell. The five survivors of the Kiser/Barrick family were all natives of Moffat County.

For several years Vernon and Frances enjoyed the return to life on a ranch until Vernon began having health problems. Vernon, the first child of the Kiser/Barrick clan to be born in Moffat County, died at Craig Memorial Hospital in 1996. He was 77. Virginia died in Maybell in 2004. She was 76. George Dean Jr. died in Craig two years later. He was 84. Frances, the last of the first generation of homesteader’s children died at her home in Maybell in 2008. She was also 84.

After his mother’s death, Mike Kiser remained at the home west of Maybell. He had been married twice, but he had been single for most of the last half of his life. Although he lived with chronic pain, he had been feeling healthier lately. Local people had seen him taking long walks near his home on Highway 318. He had been out on Thursday, November 19, 2015, but no one had seen him since. His brother, Roy, tried to call him on the weekend and when he couldn’t get ahold of Mike he asked the Moffat County Sheriff’s Department to check up on him. They found him dead of a heart attack in his home.

Mike’s passing ended a century of the Kiser/Barrick family in Moffat County. The Kisers and the Barricks that were born and raised in northwestern Colorado weren’t really noteworthy. None of them ran for political office, none of them were high-profile citizens, and rarely did you see their names in the local papers. They attended the local schools, worked at local jobs, were involved in sports in high school, and they quietly raised families.

This July the Kiser and Barrick families will come together at Hahn’s Peak to say goodbye to Mike, and say goodbye to our home in northwestern Colorado.

  • The idea or suggestion lacked thought or had no basis in fact. (e.g.; Would Donald Trump be a good President?)
  • The idea or suggestion has obvious flaws. (e.g.; Should we let a gun be in a room with a bunch of 2nd grade children?)
  • Is a matter of personal opinion or seeks personal approval. (e.g.; Would you go out with me?)

But when an idea or suggestion doesn’t fall under any of these categories, the “no” answer becomes a potential weapon of personal destruction for the person saying it, and a beautiful opportunity for the person on the receiving end.

Being the youngest of four boys, my brothers and parents became accustomed to telling me ‘no.’ I was constantly asking questions and making suggestions, and the ‘yes’ answer was likely to encourage me. In those situations where I actually had a good idea, it was enough that as the youngest member of the family, a ‘no’ answer was valid.

As an adult, I never had any expectations that my ideas and suggestions would be better received, so hearing ‘no’ was an irritation, but I accepted it as part of life.

However, I as grew older I noticed that some people seemed to enjoy telling other people ‘no.’ Often these people were in leadership positions and their tactic was to dominate and/or intimidate others. In some cases people would act as a dictator within the organization, silencing the ideas and opinions of others with a type of ‘no’ answer that implied dire consequences if the person didn’t drop the subject, or the idea was treated so lightly as if the person was unintelligent for making the suggestion. For years I thought that part of being a good manager was to have the privilege and responsibility to tell others, “NO!” 

Then several years ago I joined a service club and became very involved in the organization. I served on several Boards and committees. I discovered that I could manipulate some people because I always knew their response to whatever I suggested would be, ‘no.’

It was then I realized that when someone says ‘no,’ it is a gift. The “No-ee” has done all they are required by making the suggestion or asking the question. The “No-er” has put their reputation and respectability on the line. The ‘no’ answer gives them all the responsibility, and, as a situation plays out, their failure to consider someone else’s idea or suggestion may be the fatal decision that brings them down.

I still find enjoyment of sometimes asking a perfectly legitimate question of someone I know will give me a ‘no’ answer. It is even more interesting to do this when I have more information about the issue or situation than they do and they can’t help but give me an answer that will eventually haunt them.

Still, I have learned that organizations and relationships with ‘no’ people are typically doomed. There’s a time to experience the joy of ‘no,’ and then there are times it’s best to walk away and shake the dust off your sandals.

J. K. Rowling: The Unexpected Author

This week my son’s Elementary school is engaged in a venture into the world of Harry Potter. The teachers of 3rd, 4th, and 5th grades have divided the students into the four Houses of Hogwarts School of Witchcraft and Wizardry. This is an opportunity to look back on the single person who created a series of fictional children’s books that revitalized reading for millions of people of all ages.

Any story of great personal success is characterized by being the correct person, in the correct place, at the correct time. That is a requirement. The story of J. K. Rowling is more compelling for why she was the correct person.

Her birth name is Joanne Rowling and she uses “Jo” in casual environments. She has no given middle name but was asked by her publisher to disguise her name so that young boys would not know that Harry Potter was written by a woman. Since she had no middle name she used her grandmother’s name, ‘Kathleen,’ and thus became, “J. K. Rowling (her last name is pronounced, ‘rolling.’) 

Rowling accomplished the unthinkable. At a time when reading books was declining and the Internet was blossoming, the idea that one person could ignite a renaissance of book reading was considered absurd. Rowling’s first publisher told her to get a day job because writing children’s books would never provide enough income.

Like William Shakespeare, there is no significant indicator in Rowling’s pre-Potter life of her eventual rise to the top of the literary world. Still, there are earlier experiences that probably contributed to her success. Among them are the following:

  • Her parents met at King’s Cross Station in London, which became the fictional departure point for the fictional train station departure point to Hogwarts. [Potter influences]
  • As a child she was known to write out a story and read it to her sister, Dianne. [Early fiction writing]
  • Her mother, Anne, was a science technician and also taught science at the Secondary school that Rowling attended. [Priority of education]
  • She speaks English, French and studied German in Secondary school. [Broad-based education]
  • She read and is an admirer of Jessica Mitford, a British-turned-American journalist, author, and political activist. [Ethics, writing, and honor]
  • She has a Bachelor’s of Arts degree in French and the Classics from the University of Exeter. [Writing and knowledge]
  • She studied a year in Paris. [Broad-based education]
  • She taught English in Portugal [Life experience]
  • Her mother had multiple sclerosis (MS) and died while she was writing her first Harry Potter book. [Life experience]

The idea for Harry Potter apparently came in 1990, during a four-hour train delay to London. She began writing as soon as she reached home and among the first chapters written was the final chapter of the last book. The first book was not finished until 1995. It was submitted and rejected by twelve publishers before it was finally accepted by Bloomsbury Publishing in England the follow year. 

She went from living off of State benefits to a millionaire in five years. Since then, she has devoted a large portion of her fortune to philanthropic causes. 

Though remarkable, Rowling’s financial success is not as significant as what she did for slowing the decline of children reading for fun during the period her books were published (1996-2007.) According to a study by Common Sense Media, 9-year-olds reading for fun at least one to two per week dropped only one percent from 1984 to 2004; however, by 2012 that dropped by another four percent (76% in 2012.) For 13-year-olds the decline in reading for fun from 1984 to 2004, was six percent, but that decline nearly doubled five years after the last Harry Potter book was published (down an additional eleven percent in 2012 to 53%.) 

No one, including possibly Rowling, herself, could have expected anyone to capture a worldwide audience, as did the Harry Potter series. She brought new readers into the literary market that had no interest in reading. Her unexpected achievement is a reminder that what is possible extends beyond the impossible.

THE VERDICT
In the past year significant political forces have targeted Common Core. The protests have been at near hysterical levels in many communities around the country. The complaints about Common Core are as follows:

  • Standards create a factory-like environment that attempt to put all students in one ‘box.’
  • Teachers focusing on test scores, not educational achievement
  • Parents don’t understand math methods
  • United States history under Common Core is un-American because it includes both positive and negative aspects of the history of our country
  • A belief that parents should define school curriculum, not the school, district, state, or federal government
  • A belief that President Obama is behind the implementation of Common Core and other conservative conspiracy theories

Many of the issues have been generated by conservative voices after a push by Republicans during the past election cycle to ignite anger and votes against public education. Almost all of the complaints would have occurred from any attempt to improve and refine American educational techniques, especially when those improvements involve standardization for all American schools.

If you believe that setting minimum standards in reading, writing, and math is bad, then Common Core is bad. If you believe that children in your community should graduate with similar skills to other students around the country, then Common Core is good. If you believe that a high school degree should be the end of a person’s education, then Common Core is bad. If you believe that every student should receive an education that would prepare them for college, then Common Core is good.

THE REAL PROBLEM
Despite the politicizing of Common Core, there is a real issue in implementing any change in education. Funding.

Any business that seeks to upgrade or improve their methods knows that there is a real cost to any change. Yet, even smart business people seem to forget that to improve our educational system requires a major funding commitment. It takes money to research and establish new programs. It takes money to train school districts, principals, and teachers. It takes money to create new teaching materials, and it takes money to educate parents.

What Common Core is missing is the funding needed to make it a success. Until we can accept the fact that a commitment to education requires a commitment to funding, then we will continue using 20th educational techniques in a 21st century world. America’s efforts to update our educational system will cost money and Common Core is a victim of a society that has abandon quality education because it costs too much.

THE HYSTERIA OF THE LOUDEST VOICES
Unfortunately, Common Core lost a lot of support in the past twelve months. Much of that was due to the political rhetoric during last year’s campaigns, but some teachers are also pulling back support. This is not surprising. As parents become more vocal in opposition, few teachers are willing to oppose parent sentiment even if they are wrong.

Common Core is not a perfect educational system, but it does attempt to better prepare America’s children for a higher level of achievement. Most of the real issues can be resolved with better funding. Just as a school built in the 1950’s is no longer relevant for 2015, education methods of the pre-information era are not relevant today. Our population is continuing to increase and the skills our children must have to thrive as adults are going to advance. Education is going to be expensive, but if we don’t pay now, we will pay more later.

The Third Generation of Standardized Education
The basic premise of the George W. Bush (43rd President) administration’s No Child Left Behind (NCLB) mandate was that reading, writing, and math are fundamental to all learning. This is a sound concept; however, these basic skills cannot supplant other subjects traditionally taught in K-12 schools, nor can they be isolated from those subjects. Our society, both business and personal interactions, require an adequate understanding of a wide variety skills and knowledge that exceed the basic skills of reading, writing, and math.

Common Core is an attempt to refine the concept of NCLB by creating standards for all schools that focus on reading, writing, and math, but it also folds these skills into other subjects that impact personal success in the 21st century. Common Core emphasizes teaching methods and outcomes, but leaves it to the State, school district, and school on how to incorporate the program into the curriculum.

Why Some Parents Dislike Common Core Math
Some of the methods adopted by Common Core have angered parents and politicians. In particular, the approach to teaching math. The math issue centers on bewildered parents who don’t understand the revised math teaching methods and why equations seem to be more complicated than when they attended school. The assumption by parents is that whatever they were taught is good enough for their children; however, that is not necessarily true.

Almost every adult in this country was taught that the symbol for a number (e.g.; ‘7’) was everything we needed to know about the number that it represents. We were taught to memorize how the symbol ‘7’ multiplied by the symbol ‘9’ equals the symbol ’63.’ That teaching method does not mean that the student understands that ‘7,’ ‘9,’ and ’63’ are symbols representing a group of objects. 

This is a subtle, but important understanding in math functions. The equation ‘7 x 9 = 63,’ means that we are taking a group of seven objects, adding eight more groups of seven, and determining the total of objects. That is much more complicated than just memorizing that 7 x 9 = 63, but it helps us realize that multiplication is a shortcut to manually counting out 63 objects individual, rather than grouping them.

The weakness of memorization of relationships between symbols also creates confusion as a student moves into higher mathematical equations. In algebra, geometry, and calculus the numeral symbols become less relevant. For example, X = (X+1) and Y = (X-3) can be confusing because ‘X’ stands for EVERY number.

The Credit Card Example
A man is given ten credit cards, but he is NOT told that each credit card represents an amount of money in the bank and, that if used, the money is replenished the next day. He is told how to use each credit card. One card is to buy gas, one to use at the grocery store, etc. Today, he’s at the gas station and it so happened that two of his friends are already there. He decides to pay for his friend’s fuel, which they appreciate. They go on their way, but when he tries to pay for his fuel, the credit card is declined. He didn’t understand that the card represented a limited amount of money, he just assumed it could be used for any amount of fuel. That is similar to how math has been taught in the past. We may have known what to do with the numbers (symbols,) but we may not have fully understood that numbers are just symbols.

Good News, Bad News
Parents objections to the new math teaching methods are a good sign that our children are gaining a deeper understanding of mathematics than their parents did in school; however, parents need to be able to assist their children with homework.¹ This means parents need to be taught the new methods, but few if any schools have developed programs to teach parents because there is no funding available to accomplish the task.

Who Came Up With the Common Core Math Techniques?
Despite the belief that Common Core math techniques were invented in the past few years, the techniques were modeled off educational programs in certain Asian countries where they have been more successful at preparing students for college. In 2009, a coalition of State Governors and Educators worked together to build an educational program that would serve as a ‘best practices’ guide for American schools, which was the birth of Common Core.

PART I: A Primer in American Education

Who’s Afraid of Common Core?
Education in America is often the centerpiece of someone’s agenda, and the newest chapter of the how-to-fix-our-schools controversy is called Common Core. Conservatives have apparently decided that Common Core is the path to Satan. Liberals have reservations about Common Core because it smacks of a factory-like environment that assumes every student and school is the same.

The problem is that the most vocal critics of Common Core have no authority to speak on effective educational methods. Common Core is a significant paradigm shift in education, and opinions of untrained, uneducated, unhelpful ‘experts’  do nothing to move forward the debate on how best to prepare our children for Life 3.0.

The Cost of Achievement
In 1950, only one-third of the population in the United States had a high school degree or better, and only six percent had a college degree or better. In 2010, almost ninety percent of Americans had at least a high school degree, and thirty percent had at least a college degree. That increase is impressive, but what is astounding is that in the same sixty year time frame, America’s population doubled. 

To accomplish that feat cost money. A lot of money. As the bandwagon to attack government spending gained steam, education loomed large in the sights of conservatives. The real cost of the success of American educational achievement has been to become a target of the post-Reagan  agenda.

A Historical Perspective
In the pre-Information age, schools were isolated in their own districts. How well the students of any given school performed was a local issue, not a state or national issue. In addition, a relatively small percentage of students sought out a college degree, and there were few school districts keeping track of college bound students.

The goal for most school districts in the 1960’s, 70’s, and 80’s was graduate as many students as possible, which sometimes opened the door to unethical practices, such as giving diplomas to students who clearly did not meet reasonable expectations (ability to read, write, etc.) to graduate.

However, by the 1990’s, the idea that all schools in the United States should be able to measure academic success through a unified set of academic standards began to take hold. As the Internet became the backbone of our society, the resulting information explosion forced us to accept that adequate math and reading skills were vital for success as an adult in a technologically advanced society. 

First Generation of Educational Standards
By the beginning of this century, plans had been put into motion to establish a set of educational standards for all schools and testing of all students to determine a school’s success or failure. Under President George W. Bush, the No Child Left Behind Act of 2001 (NCLB,) was mandated and it required States to establish standardized testing, teacher qualifications, and annual academic progress reporting. This was one of the most sweeping federal intrusions into public education. The primary focus of NCLB was to improve reading, writing, and mathematics in schools nationwide, while allowing States to establish the educational standards that would have to be met.

The catch was that rather than investing in those schools that needed help, No Child Left Behind focused on punishing schools that didn’t meet the artificial standards. Almost ever reputable educational review of NCLB  has given it a failing grade. Some of the reasons are as follows:

  • The emphasis on reading, writing, and math during a time when States were cutting funds for kindergarten through twelfth grade (K-12) created a shearing effect on other programs (language, history, music, arts, etc.) as money had to be reallocated to the studies under the NCLB Act.
  • Politicians had little understanding of education and the variables in a classroom environment and they attempted to apply factory-like operations to school systems that failed to address the real issues that impact the ability to learn.
  • NCLB assumed that teachers were mostly at fault for poor educational performance and politicians sought to intervene by imposing punishments for schools rather than actually acting in the best interest of the students.
  • The education of higher performing students was sacrificed in order to devote more resources for the poorer performing students.
  • Students with special needs were not excluded from the testing standards creating a population of students that automatically counted as failing against the school.

Educational Standards – Second Generation
Soon after taking office, the Obama administration began to move away from NCLB by introducing “Race to the Top.” This program flipped NCLB by seeking to reward States for adopting standardized programs rather than punishing them for not meeting federal standards. States competed for additional federal education funding; however, not every State rushed to play the game that offered no guarantee of financial carrot at the finish line.

The most searing problem with Obama’s Race to the Top program may have been the requirement that a teacher’s performance had to be linked to the student’s test scores. This concept of Pay For Performance suggests that teaching professionals must be threatened with a financial stick, forcing teachers to teach students to be successful on the tests by sacrificing all other educational values. It also discourages teachers from working with groups of challenging students who will not be able to produce the test results of more privileged and economically stable students.

White Conservatives: “Go F**k Yourselves America”

  • Population:  308.7 million
  • Gross Domestic Product (GDP) per capita:  $47,805

  • Life Expectancy:  78.7
  • Average Age at Marriage:   Men 28.2, Women 26.1
  • % of pop. w/high school degree or higher:  87.0%

REAGAN:  The Killer of America’s Prosperity
From 1950 to 2010 the population of the United States of America doubled (+104.0%.) The Gross Domestic Product (GDP) tripled (+218.1%.) The median annual income is eleven times more than 1950 (+1028%.) Life expectancy has increased by over 15% (15.4%.) Men AND women are marrying an average of over five years older in 2010 than they did in 1950 (men +23.7%, women +28.6%.) The percentage of people with at least a high school degree is now almost 90% versus 34% in 1950 (+153.6%.) Today, 30% of our citizens have at least a college degree versus 6% in 1950 (+383.9%.)

Something went right for America in the last 60 years. But that is changing.

Prior to the Great Depression, Republicans controlled the House and Senate for the majority of the previous 70 years. After the Great Depression both the House and Senate was under Democratic control until 1980. In 1980, America began folowing the conservatives agenda (Reagan 1980-1988, Bush 41 1989-1992, Republican control of Congress 1994-2008) of dismantling the government at all levels, start more wars, give more money to the wealthy, and give less help for the un-wealthy. Since 1979, the wealthiest 1% after-tax income has increased by 200%.

GROWTH SACRIFICED FOR GREED
Post-war prosperity was spurred by significant federal government projects and programs. Conservatives derailed that by blaming government for economic issues that were caused by corporate and business greed.

Despite the obvious failure of the Reagan agenda, conservatives have taken a position of complete denial and fantastical thinking. They no longer believe they have any obligation to acknowledge or respect the rest of America. Conservatives are behaving as a child would behave when they are not getting their way, even though their request is completely inappropriate. Rather than accepting that President Obama was elected twice by a majority of Americans, Republicans have blocked all efforts to move forward on measures proven to generate American prosperity because it would make those that have more, give more.

Reagan conservatives have failed and they are backed in a corner of failure. They will not accept reason, nor facts. Civility would force them to accept their failure, so they must be uncivil. They are willing to destroy America, rather than acknowledge failure.

WHY ARE WE HERE?
America has experience massive change in the past 65 years. Most of that change has been good, but the one aspect of the American concept, the idea that we are all created equal, is the one issue in our country that has cast a shadow over us for centuries. White males believe that they are superior to all others and as our demographics have changed Caucasians have worked to obstruct equality rather than accept it.

Segregation was not considered racist until it became obvious it was motivated by whites who were racist. Dismantling government programs that benefit the poor and those in need may not be considered racist, until we realize that these ideas have been pushed forward almost exclusively by white politicians. Telling America that the rich are too burdened to pay a fair share of their taxes is not considered racist until you examine the loop of rich white people giving money to white politicians to pass laws that will reduce taxes on the wealthiest who are almost all white.

America is a country that has yet to commit to everyone being equal. In the 1950’s, white people took their money and ran away to the suburbs. In the 1960’s, the federal government finally stepped in and paid attention to the unequal treatment of African-Americans. In the 1970’s, we became distracted by unethical leaders, war, oil shortages, and inflation. In the 1980’s, we were conned into the idea that our government was to blame for all our problems in the 1970’s, while the Reagan spent money that America didn’t have to spend. In the 1990’s, the conservatives regained control of Congress and began dismantling the federal government and ending ethical business oversight. In the 2000’s, Republicans led America down a path of war and destruction that almost wiped out our economic system.

Why we are here is because we have become weak. We have listened to fools and we know they are fools. They are willing to tear America apart for greed and their own racist ideals. To a racist, compromise is unthinkable, and that is why conservatives will never work towards a unified nation.

If the 1990’s were a seismic event of technological and social change, the twenty-oh’s is when the tsunami of change hit. Had nothing else happened but the advancement of the Internet, the changes by that alone would have drastically remade the world as we knew it; however, the twenty-oh’s were not content in merely redefining society and the way we communicate, the first decade of the new millennium was going to do an extreme makeover of all our expectations in life. Here are twenty things that made us say Oh!

The Twenty-oh’s began with the most bizarre Presidential election in American history, followed by the most shocking attack on American soil since Pearl Harbor, followed by two United States initiated wars that would be fought simultaneously, followed by the loss of the Space Shuttle and its crew on reentry to Earth, followed by an earthquake/tsunami that would kill almost a quarter of a million people in 14 countries in one day, followed by a massacre at Virginia Tech, followed by a near meltdown of our global financial system, followed by an African-American being elected as President.

THE GREAT CONSERVATIVE FAILURE
Despite all that happened, it was politics that defined the 2000’s. Keeping with the two-faced Reagan policy of “America Can’t” and money must be taken from the poor and given to the rich, President George Bush took the cost of running two wars off the books so that he could look like he was cutting government spending when he was, in fact, putting the government deeper in debt and running massive deficits.

Behind the scenes, a decade of conservative-driven deregulation in the financial industry created a bad debt bomb that exploded in 2007-08. Almost overnight, America’s economy was devastated by greed and a lack of common sense. People who saw the disaster coming took the attitude that everyone else was unethical, so why should I be the only good person? When the curtain fell on Wall Street, Republicans, who created the environment for the disaster, quietly stepped away and whistling as if they were unaware there was a problem.

Bush 43, was completely out of his league in dealing with the problem. To repair the damage to our economy would require taking actions that was would essentially prove that the Reagan doctrine was the cause of the disaster, and President Bush was not willing to take the necessary actions. Fortunately, Barack Obama had just been elected and, with Bush impotent in action, the 44th President stepped up and began to manage the crisis and establishing a plan of recovery.

The Republican caused disaster did not cause conservatives to humbly acknowledge their failure, but rather pushed them to further deny the facts. As the economy began recovering, conservatives began blaming Democrats for not making the recovery happen faster. As conservative predictions of Democratic policy failure began to be proven wrong, conservatives began raising absurd and meaningless issues to redirect people’s attention (e.g.; Obama was not an American, Obama was a Muslim, Obama had a secret plan to take everyone’s guns away, etc.) 

Because the Reagan doctrine was based on white, 1950’s suburban thinking, the hate for President Obama came naturally to the white, male voter. Instead of a political correction for the failed Reagan agenda, conservatives became even more rabid and illogical. By the end of the decade America was heading for defeat at the hands of conservatives who had taken away American prosperity and were unwilling to accept any idea that didn’t match their failed version of the world.
